PaaS

PaaS refers to a cloud computing model in which an external service provider manages and provides the hardware and an application-software platform, but the user is responsible for the apps that run on top of the platform and the data those apps rely on. PaaS provides users with a shared cloud platform for application development and management, a crucial DevOps component, primarily for developers and programmers, without them having to create and maintain the infrastructure typically involved with the process.

SaaS 

SaaS is a service that offers consumers access to a managed software program that is hosted in the cloud. The majority of SaaS apps are web or mobile applications that consumers can access through a web browser. The user connects to the cloud applications through a dashboard or API, and software upgrades, bug fixes, and other general software maintenance are taken care of for them. SaaS also gets rid of the requirement for local app installation on each user's computer, opening up more options for team or shared access to the software.
